Is this something that can just be welded or what?

That looks like your rear axle sway bar bracket from what I can tell. That keeps your axle from moving side to side. I would get it welded asap.

Rear track bar bracket. I wouldn't drive it until you can get it welded. If you have to drive it to a shop or something for the repair be extremely careful. Better the rear than the front though.

Yep track bar bracket. I wouldn't drive it at all. If that breaks off your axle could slide to one side around a turn, damaging control arms, shocks, and could even slide your jeep right off the axle. Stock suspensions aren't triangulated enough to work without a track bar. The track bar bracket is also part of a control arm bracket. You could just weld it back on but if its bent I would grind the old one off and buy a new one to weld on. Safer that way.
