How many hours to replace floor pans on both sides upfront?

Finally have the funds to replace floor pans with after market. Passenger side need most but going to do the driver side as well even though its just surface rust. Rest of floor board looks great. Dont have the tools are skills to do myself. Was referred to a body shop and getting a great labor rate because of who referred me. They quoted me some average hours on other work but when I brought them this job they're telling me will be like 20 hours.

What would be the typical time for a job like this being done by a large professional shop? Any shop recommendations for Chicago or burbs near by?

...the ones from quadratec are just black steel. I wasnt aware they would need to be painted with normal paint so I'm not sure if that was priced in. My instructions to the shop was to just replace them then spray the entire bed with 2 coats of POR 15, which should be fine without a layer of regular paint down. The POR15 comes in a 1qt spray can and each coating would be 1 can.

I would think 12 to 15 hours,
