IAC codes and further issues

Pulled an IAC code on my TJ, so I replaced the valve and I am still having stalling issues. The idle doesn't hold when I stop. Any ideas?

Vacuum leak.

Grab some carb cleaner and spray vacuum lines until you hear the engine rev up.

95 Wrangler 2.5L 31x10.5s 5 speed.

I am a friend of corey2491. As originally stated the IAC was replaced, all the grounds have been checked, new battery terminals installed and the issue remains. It is an intermittent issue, which makes it frustrating. No major vac leaks can be heard, he is going to check with TB cleaner this evening to be sure. I noticed while riding with him the other day, that just before the issue presents itself there is a slight hiccup with the speedometer, meaning the speedometer dropped and started reading correctly within a millisecond. I know a failing CPS sometimes causes the gauges to act funny. Does anyone see a connection to his symptoms of stalling when decelerating, the hard starting and the random speedometer issue to a bad CPS? Sorry for the wordy post, I am just trying to help him get this thing figured out.
