I have a 97 Wrangler with 59k miles and limited rust but has a v4 engine on 33s. I want to get more power overall in the jeep but not really sure what i should do.... any suggestions would help.

Huh:facepalm:.... my 4 banger goes everywhere the 4.0 does on or offroad..... 4 bangers have been in Jeeps since the first Willys-Overland rolled off the assembly line back in the 1940's.

Yeah, there is plenty of people/newbies on here that have very little "hands on" knowledge, just regurgitate what others have stated, and pretend to actually know what they are talking about. These same people giving advice often don't even know "what they have" just a few months ago. LOL
Getting back on topic, the best option to regain your power is to regear to 4.88 gears which is about $1400 for parts and labor. Any engine conversion you do is going to be $5K+, even if you do all the work yourself. Some have paid $15K+ to have one installed.
The reason why people say to sell the SE and get a Sport or X (4.0L) is because there is a about a $2K-$3K difference in the models, which is much more cost effective than a conversion.
4.88's would be great with the 5 speed and 33" tires. 5.13's would also be a good choice, on road it gives a little more "grunt" than 4.88 and a better crawl ratio offroad. Highway speeds would be no problem with 5.13, 65mph is still right at 3000 rpm.
Would also like to add if you do go offroad and decide to re-gear this would be the perfect time to build a Super 35 with a locker and 30 spline axles. Many will spout a Dana 44 or an 8.8 conversion is this only way to go, untrue, especially with the 4 banger. A Super 35 will be as strong as a stock D44 and that's good enough for our motors.
