Need advise on where to begin. Stock 03 TJ

I don't know where to begin. From NY so the undercarriage is rust colored.....solid though. The top of the PS fender close to the flare has a rust hole about the size of a quarter that goes all the way through (any suggestions?)

I plan on keeping it a while and would like to slowly do stuff to it. I'm anxious to get customizing but I want to prioritize my investments.

I plan on handling the minor rust issues first, any suggestions on rust protection/prevention?

Any suggestions on good after markets, I hate chrom and plan on all BLACK Trim and wheels
