Need some Ideas Please

I bought my 2001 TJ used and the previous owner explained to me that there is bad rust on the driver side fender due to break fluid leak. I took a look at it today in detail and would like to repair it. I just need some Idea's on how I should go about repairing this.
Below are 3 pictures of the rusted fender.

I really appreciate your help. And Thank You In advance

Hard to tell from pictures, But first you have to make sure you get all the Rust (cancer) or it will just continue. Looks to be quite a bit why not just replace fender.

Fender Rust

You got real rust cancer there. I would take the whole fender off and replace with a salvage yard one(all nuts and bolts to remove). At times you can find them on Ebay also.

Alright once I get back from work I will check online for some Fenders.

Anyone know of any good looking fenders that are not too pricey.

MCE gen11 fenders will replace those things but they are not cheap. I do not understand what type of fluid leak would cause that amount of rust in that location.

I'm in the same boat - I found a set of rust free fenders on craigslist for $100 - They're 2 hours away but worth the drive to me. Be patient and look hard. I was a click away from ordering metal cloaks but wanted to put the money in other parts of my build. If you go with after market fenders do your research. My inner fenders are toast too and metal cloak have the best inner fender solution in my opinion.

Before you buy flatties, you might want to check local tire coverage laws.
