Need to repaint. Best and cheapest option?

I have bought my first Jeep. It is a 99 Hard Top. This is what I have.

The hood is beat up pretty bad with fairly large hail dents.
The drivers side front fender is crumpled. Beyond repair I think.
Someone backed into something and pushed the spare into the rear door. It still closes but is dented.

Paint is faded and a few spots rubbed down to metal.

I need to check to see if it is cheaper to repair or replace the metal. If the metal needs replaced, I plan on doing it myself. Bolt in right? Because I do not have a welder.

So once the metal is good I need to cover it. What is the best, cheapest way? I want it to be flat black and I do not care for the rough texture of most bed liners. I'm not against spraying a bedliner, I just do not like the rough texture of most of them.

My absolute max budget is $2000.00. I would like to be under $1000, and save the other $1000 for other modifications. I still need to buy a soft top. That will be another thread.

So what are your suggestions? U-pol, Plasti dip, some other product or bedliner, or have it painted at a paint shop flat black? I have no problem doing the work myself, except painting it with a paint gun. I have never done that and do not really have a proper place to do it. Now that I think about it how is that any different than using a rattle can or spraying on a bed liner or other product? Maybe I can do it.

2 gallon monstaliner all the way you can do inside and out with it. If you google it and search on their website you'll find a place where they will mail you up to 4 sample squares
