New guy with some questions

Hey guys I just joined about a half hour ago and would like to jump right into the questions. I would like to get everyone's opinion on some affordable/mild upgrades to my stock 99 jeep wrangler 4.0.

I'd like to start out with a mild suspension lift. I've been looking at the skyjacker 2 inch spacer lift with hydro shocks. Is this a decent lift for the money? I'm really not looking for a whole lot of lift so I was hoping this would be a decent system. Just wondering if anyone knew if this affected the ride of the jeep.

I'd like to also install the banks ram air intake. I know banks is a pretty high quality manufacturer of intakes/exhaust etc. Are there any better intakes out there for the money?

I've also thought about getting a header and catback system for it. My question for this mod is; Will I pick up any mpg and power If I do this?

Sorry for all the "newbie" questions but I'm really interested to see what's out there and what's quality vs junk. With all the parts made for these vehicles, it's pretty overwhelming.

The word is that no "extra" power can be made with an intake exhaust system, i dont have either but thats coming from reviews. People do say that they do expeirence a more responsive throttle though. And yes banks is a high quality company.
