New Jeep Help Me Change It

My dad just got an SLK so he gave me a his 04 wrangler x
Sorry I don't have any pictures. But it is Navy paint with tan interior and hard top. It also has full doors. My dad has left it completely stock and never took the hard top off. I'm looking to make this baby my own and change almost everything about it. I have to keep the MPG reasonable because I go to school about 4 hours away from home. So if you guys have any suggestions especially in the brands please let me know. Or any ideas of stuff to do.

To Do List:
Lift (not sure how large of one)
New wheels and tires ( at least 30+" but not sure how much larger i can go without destroying MPG)
Soft top (need to know best brand that makes quality soft tops. People seem to complain alot about bestop)
New front and rear bumper ( i like LoD and Garvins set ups with the racks and tank storage but are they worth the money?)
New fenders (would like to find metal ones but havent seen many street legal versions.)
Flood lights if i don't get a bumper with them built in.
Possibly take carpet out and put bedliner on the inside (has anyone done this?)
New seats eventually (any brands that stand above the rest.)

Also what should I do first? I was thinking of getting the soft top first since its summer but not sure where to go after that.

Anyways let me know what you guys think and any input y'all have. I go to a southern school so the more rugged the look the better.

Raptor liner for the inside. Did mine last weekend. Black in color. Bought and shipped for 115$ off eBay. Comes with spray gun too. Wouldn't hesitate to do it again.
1997 TJ. White/ white soft top. Stock 2.5. cold air intake. soon, i hope, headers, cat and exhaust....

Lift - BDS, Savvie, Currie

New wheels and tires - Steel/alloy wheels 4 inch backspacing, stay below 35x12.50 for on road in my opinion

Soft top - bestop or rampage (i like the rampage frameless trailtop)

New front and rear bumper - too personal... search quadratec, they have nice pictures

New fenders - Not a fan of flatties, bushwacker makes flares that are decent
Flood lights - KC, hella

Bedline - search on this forum, its great (and easy) and im thinking about doing it when it gets below 100 degress out

New seats - I would just get some (waterproof) covers if they arnt that beat up
