I might be able to help with one of these as I had the same problem.
Check the bottom right fuse in your fusebox, if its missing replace it and your dome lights will work assuming the lights down by your feet arent on either, if they are its probly the bulb.
People remove it so they can take the doors off and stop the DINGDINGDING

I would agree with Smehhead about the fuse its #4 fuse behind the glove box.

Yes TJ's are shift on the fly into 4hi only.

rear tow hook you might be able to get one from some one here who has on in the garage. I have front ones I took off when I put my winch on.

fog light fix

my 03 wrangle's fog lights were not working. the pull out switch on the turn signal is expensive and somewhat difficult to replace. I bought a aux light wirring kit from autozone $9.99. take out the rocker switch from the plastic mounting bracket and you can cut one of the 4 blank covers on your dash under the heater controls to fit this switch. it fit perfect looks good and saved alot of money.

for a hitch many after market bumpers come with receivers or you might need to buy just a receiver on its own. Check mine out.

you can shift on the fly. Many people say they shift with under 50 mph from 2 to 4 hi and you can shift to 4lo under 20 mph however i'd rather just be safe.. i shift from 2 to 4 hi under 20 and then for 4 lo i stop and then shift since i don't like the sound of grinding gears. I allways shift when my tranny is in neutral.

for the fog lights is your fog light switch right under the stereo next to the ashtray? On my pic my fog light switch is right above the manual shifter.

yeha trip i never understood that, why would you need 4wd if you were going 50 mph, if its muddy or ur offroading your not going that fast,a dn if its snowy you shouldnt be going that fast so who does it that fast anyway!

but that is what the manual says
