Should come with everything, lights, relay, switch, hardware, ect...

Do yourself a favor though and really think about what kind of lighting you want before you buy. For example a fog light will provide much different lighting than a driving light (short and wide beam vs long and narrow beam). Where are you mounting them? A fog light would not be a good choice for a windshield or light bar mount for example.

Going for a driving light on the windshield

For windshield mounting, a pencil or spot beam is really the only option. Anything else will light up the hood and reflect off the windshield so bad they'll be worse than useless.

Ditto. Don't put driving up there.
