New to Wranglers and need BB help please

Good morning....Just purchased my wife a used 97 Wrangler with 31's. It is a bit low as the tires rub when the wheel is cut all the way. This isn't the prettiest jeep in the world and is quite used. Don't want to spend too much, but don't want to throw away money either. I was looking at the budget boost systems. Either the 2" or the 2 1/2" (like better). Should I also replace the shocks at the same time? Or is that not necessary? Also, what brands are cheap, but still ok?
Thanks for your time...

You could have sagging springs...time to replace them and get 2-3" lift anyways...kits will come (good ones anyways) with brand new shocks, bumpstops, etc. If the original springs are sagging (old, tired) then the budget boost is just going to lift them up and they'll sag down are going to end up replacing them anyways!
Don't know where you are, but there was a recent posting someone selling full set of TJ springs less than $100....then all you need is shocks (I go for Rancho's, never had a bad one yet). Can't find it was somewhere in the last 2 days on ENH forum, but just found this on Wrangler Forum

Thank you......So, would I be better off just getting a 2.5" BB with the new shocks, or getting a set of used rubicon springs and then buying shocks? Seems then I would need the lift spacers and bump stops anyways right? I'm sorry if I am asking some pretty dumb questions..

Here are a few I found. Reaaaaly cheap, so I'm not sure if they are any good.
They have just the spacers, then the spacers with 3 different kinds of shocks.
