I know there is three screws. Two close to the steering wheel at 5 and 7 o'clock, one way in back at 6 o'clock. If you have them all out you need to take the gauge cluster trim off also.
If all that is off and clear and the two clam shells are separated, the bottom should fall off and the top one is kinda stuck there. There a support on it that gets hung up. I rotated mine counter clockwise and after some major tetris style jocking, it rotated out.
