Novak Cable Shifter question

Is the ball attached to the shift linkage supposed to be slightly loose? There is a tapered washer on the outboard side that fills the recess, where the rubber grommet was, which touches the flat washer on the nut side preventing it to be tightened further. Was this designed that way or is the tapered washer too thick?

The washer or specifically the smaller part of the washer that inserts into the grommet hole is too tall. I take a file to them and knock off a few thou so they tighten up.

Okay, thank you! That's was my first thought but I didn't want to "fix" something I couldn't un-fix.
