Off all the swing out tire carrier/bumpers I have looked at on Jeeps, I never liked how all the weight of an oversize tire is concentrated on one pivot point. Even on the best of the best, or the over-built carrier that my buddy made for his Jeep.
I am a fan of the tub mounted tire carriers. They are not for everyone. You have to drill holes in your Jeep.
I would of liked to have the ORFab carrier that can hold cas cans, but settled on the less expensive Bestop tub mounted carrier. So far, no complaints after two wheeling seasons. I did replace the provided hardware with non painted grade 8 stuff at the hardware store before I ever mounted it. (a nice tip I received from a certain LJ owner on these forums.
I like the Bestop because it works with the tailgate as one unit.
Just a suggestion. I guess you could fab up some sort of hi lift jack mount to it. But, my jack ended up living in the garage. I have never needed it after years of wheeling. It did come in handy once lifting the bed of my pickup on one side so I could get in there and replace the fuel pumps.
