Plastic Rear Seatbelt Covers Purpose

What purpose does those plastic rear seatbelt covers serve? They rattle and annoy me.

I'm thinking of removing them but they look as if I would have to cut them off with a dremel.

They keep mud and gunk out of the roller system. You don't have to cut them. Unbolt the roller from the roll bar and you will see how to get it off there.
