po123 help

All started with po171code lean bank1,so I talked to tech he told me to flush the throttle body with carb cleaner so I did, now run like crap and code po123 so I got a new tps installed same thing so I said maybe its bad return for anyone install same code.but if the tps is not installed just hook up to wires then I can clear code ,need help

just removed steering wheel and air bag to check clock spring ,got there and how do you check that thing but i did clear codes to see if unpluging them made a difference still getting po123 code and ck volts a tps input 5.145 volts
