Do you have a lift with a t-case drop? That will sometimes cause issues.

Problem is, you have droped the t-case and never messed with the linkage. They make a kit the rectifies the linkage situation you are facing. Now the interesting part. Not sure where you can find one. Maybe Quadratec, 4WHD, or Teraflex. I went with a SYE with my 4 1/2" lift to avoid, and keep my bellypan as high as possible. Sorry I have no more info than that. Hope it helps.

Odds are high there's nothing more wrong than the transfer case linkage has slipped out of adjustment a tad so it can't quite get the t-case all the way firmly into 4Lo.

There is a single bolt that requires a 1/2" wrench that holds it in adjustment. When it slips, it allows the rod it holds to slip out a little. Loosen that bolt shown in the pic below and tighten the rod up a bit so the lever can pull the t-case all the way into 4Lo. Then tighten the snot out of that bolt so it won't slip again.

Issues with body lifts can make the linkage bind a bit but that is a little different from it not pulling the t-case all the way into 4lo. I've had two TJs with 1" body lifts and neither one ever needed the bracket to level it out. Some do, some don't, all Jeeps are a bit different in many areas.

The bolt I'm referring to above is circled in red in the below pic.

How much adjustment is needed when doing a tummy tuck if you are combining a body lift with it?
