Prep for eastwood frame coating

Ok so I just ordered my eastwood coating off of ebay at 14.99 a can with free shipping, should be here this weekend, my question is what is the best way to prep for it and to make sure I have the right idea and any other recomendations, I plan to blow as much of the loose stuff out as I can with compressed air, and then would I just spray the coating or is there any other steps I could take to make it work better I'm just concerned with the stuff that is already scaled up but isn't completly loose yet will the spray hold it in place or no, I also plan to wire wheel the outside of the frame and recover it with something as well, any recomendations on a good product to use for this

So I got my eastwood today but I was reading it and see no were about temp and spray condition as on most sprays, does anyone know if it has to be a certain temp to use this?
