Problem with seat bracket

I have been trying to pull up my seats so I can slip in the security drawer and redo the bed liner in the floor. (Previous owner did a terrible job)

I got the seat off the brackets no problem. All the trouble started while trying to get the first nut off so I can get the bracket up. I know it looks hacked up like no other, but the only thing I could get to work on it is a vice grip. Anyways, so while I was trying to loosen it, the bolt that it is on was spinning up with it. And this is where I am currently stuck. The bolt won't go either way, and it cannot be pushed down even if I stand on it. It looks like the plate in the hole. (Picture below) is now bent up like it came up with the screw. I can still get my seat to slide in so my DD is still drive-able. I just don't know what to do to either get it back down or pull it up.
