You can get lugs from autozone or napa, and get the right size grade 8 bolt to use as a stud. My aftermarket spare tire carrier uses regular grade 8 bolts. 1/2'' x 20

1/2 inch diameter wit treads at 20 full turns per inch

When you buy a bolt or nut or cut a thread in the SAE system you give diameter and threads per inch

In the French SI metric system you give diameter in mm an mm of length per rotation

In either case you get whatever length bolt works for your application

1/2'' is the diameter of the bolt. 20 is the threads per inch.
Your stock lug nuts are 1/2'' x 20. So you can use a 1/2'' x 20 bolt in the spare tire carrier. As for the length, measure the length of the other studs in the carrier.
