I have my doubts that your rear brakes are working in 4WD.
When you are in 4WD, the transfer case locks your front and rear output shafts together. This means that the front tires and the rear tires are forced to turn at the same speed. When you panic brake on snow/ice, your front brakes cause the front wheels to lock up... and since the transfer case is engaged, this will cause your rear tires to lock up as well. In 4WD, you cannot
lock both front wheels and simultaneously allow the rear wheels to turn.
I'd guess your rear brakes need to be adjusted. The good news is that this is a very simple procedure for any knowledgeable mechanic. All he'll need to do is lift the rear end off the ground and insert a screwdriver into the adjustment hole on the inside of each rear drum.
