Have you considered a tub-mounted carrier like the one from OR-Fab? Then you can go with any bumper you choose. Do a search here on WF and you'll find tons of info.

I had considered it, but don't want to be drilling the tub. The bumper ones are 95% bolt on, with MAYBE two frame holes for extra tie ins.

Sure, but once the tub mounted carrier is in place you won't even know the holes were ever drilled. Besides, bumper/swingout combos weigh a ton and are prone to rattles unless they have an excellent latching mechanism.

I have this one from Body Armor:
Body Armor Rear Bumper for 97-06 Jeep® Wrangler & Unlimited TJ - Quadratec

It has a very solid latching system, no rattle at all. It also gives you two different options as far as mounting the spare. You can mount it in the "inboard" postion, to keep it closer to the body, or mount it in the "outboard" position, to leave room for 2 gerry cans and a Hi-Lift. It holds my 33" just fine.

I have the Rock Hard 4x4 and love it. Call David at Northridge4x4.com (also carries the others). You'll pay MSRP or less and he ships it for FREE. That way you'll save on sales tax and shipping.

Have you looked at the ARB bumper/tire carrier?

Not too difficult to install, it is rated for towing due to the frame tie ins, and opening the swing arm is very easy. That is a 33x10.50 so it will definitely handle a 35x12.50 without any problems.

www.Jeeperman.com has the best I've seen. The RockHard4x4 is basically the same....they ran with the Jeeperman design. You can't loose with either, but I would personally support Jeeperman.
The Jeeperman ships with frame tie-ins included.

Also take a look at www.shrockworks.com. They have a great rear bumper/tire carrier. The LOD would be a great option also.
