so the head of the bolt came off and is the bolt now flush with the mounting area? Why are you not able to drill it out? Not enough room? That is a "sub frame" support section as i recall. Might have to cut a hole in the cargo deck to get to it if you can't drill it or get a tool on the bolts to get them out... as noted above a pic would help..

can you drill some new holes from above? is that a plastic body drain plug on the right side.. good place to start a new hole via...perhaps make the new holes at 3 and 9... assuming the shock arm can be turned...

It would be safe to move the shock from its original place?

Similar thing happened to me, well in my case, only one bolt though..

Was ticked off big time, as I was very cautious about not snapping them, but hey, nothing is ever straight fwd, is it?? I undone the body mounts, all 11 of them, and lift the body about 2" off the frame, it gave me just enough room to grab the top of the bolt, and with lots and lots of penetrating oil and patience i manage to get it out.. Luckily in my case it was the one furthest from the frame

Good luck with yours and let us know how u get on!

Have you tried a screw extractor? Like previously mentioned, plenty of penetrating oil and I've heard people having great luck with the extractors (under $10 at harbor freight). I have a 97 with luckily no rust on body or frame, but my shock bolts are rusty. I've been spraying mine every day for a week now with PB blaster hoping to avoid the same thing with my shocks. But it's very common with the TJ's and you would have been one of the lucky ones if they didn't snap off.

This happened to me about a month ago. My solution was to put a dremel with a cut off wheel up in there and cut of the nutsersts. Then, I dropped new bolts in and called it a day. If you search around you will find that this is actually very common and it seems like 80 percent of the bolts snap off. Good luck.. there is more then one way to fix this.

A peice of sq tubing from like a trailer hitch receiver fits perfectly in tht hole I bolted my rear shocks to tht piece then welded the whole thing in there works great

Another good tip, replace all the bolts, no point putting the old rusty ones back, just to have the same problem later

I replaced mine with marine grade stainless steel bolts, so no more rust problems for me then
