Rear tow hook bolt spinning

I was taking off my rear bumper and factory tow hook and I noticed that the second bolt towards the front of the jeep just spins. Further observation with a flashlight shows the nut inside the frame is just spinning.

Was this a nutsert? It looks like a plain old bolt that wasn't even tack welded. Any suggestions for getting this off or should I bust out the dremel?

It had a metal band connected to it at one time. That band easily bends. I would suggest hitting it with PBlaster or similar and trying to fish a wrench into the hole. If you can get a wrench on it the frame will hold it in place. Alternately if it's not frozen on you might be able to jam something between the nut and wall to keep it from spinning.

If that doesn't work and you can loosen it enough, a sawsall will cut the bolt off.

I ended up cutting mine off as it was on backwards and loose by the previous owner. You can fish out the rest through the frame rail later on with a magnet.
