Replacing Gas Tank Skid

My 98 TJ is full of rust, The skid is worn all the way through to the tank in many places and I have purchased a replacement skid online. Problem is I don't know how to go about taking it off. I have read that some people just take the tub off, other people lower the skid with the tank and do it that way. My issue is I can't get the skid bolts out because they are heavily rusted and are now spinning. I PB blasted the bolts two times a day for 3 days prior to attempting to loosen them but no dice.

Does anyone have any suggestions or links to posts that could help me out? Our cheapest mechanic in town tried to bend me over for $700, says that he would take it down to the frame. That winch and new bumper might go up in smoke but I would feel better mucking around knowing that my gas tank is nice en safe

Your gas tank is strapped inside the skid, the skid is bolted to the Jeep with carriage bolts.
If your bolts are rusted, chances are your metal tanks straps will be too.
The skid has to be dropped to get the tank out. You can cut off the carriage bolts, but you will have to buy new ones. Chances are you will have to buy new straps too.

What kind of skid did you get? If it's a Savvy Aluminum GTS, no worries. The Savvy tank skid comes with all new carriage bolts, new tank straps, and even new push pins for your fender liners.
