Go with AtoZ then. Zach, the owner of AtoZ, is a good guy you can count on. He built me a front bumper exactly like I wanted and its quality & design was superb.

I have the Shrockworks ones. Not wheel well to wheel well, but great coverage underneath!

i dont have them yet, just ordered them last night. i got them mainly for the way they look, i dont like the round tube look(personal preferance)and price is not bad. i have other ruggud ridge products with no complaints. these are steel folded to a 90. not much that can go wrong.

the AtoZs are nice i saw them when looking at their swing out spare tire kit. i will post some pics. good luck with the rust fix i had the same on my 97.

Just installed my A to Z Rockers this past Friday. Probably the easiest thing I've ever installed, and I did it alone. Got them baresteel from Zach, and they came REALLY fast. Ordered on a Sunday and they were at my door Wednesday. Two rattle cans of primer, and two rattle can bedliner and they're done. Instructions were good, easy to follow, and I absolutely love em'

I'd recommend buying the body gasket as well with your rockers.

Also, if that rust spot is only surface deep I'd probably just sand it down, primer it, and slap the guards over it. Should be good to go. Good luck!
