rust proofing

I have been searching and still cant decided the best route. not sure if i should just lightly scuff the tub inside and under and coat with bed liner and then grind all the paint off the frame and use por15 on the frame or can i just use bed liner.

Por 15 for the frame because I heard (not sure if it's true) that the bed liner can cause more rust by locking in the moisture and by not stopping the rust that's already there whereas the Por 15 will not and will prevent rust
