Rust under plate :-(

Trying to keep one step ahead of the grim rust reaper on my '03 and noticed the rust creeping through under the rear plate ... is this just surface rust and something that can be addressed in the spring, or is it something more evil from the bowels of the underbody? Otherwise, she's clean ... I took care of any hinge rust last summer, but I have noticed other Wranglers with rust in this same area
