Has anyone used this and does it work. and how hard is the install?

personally, i'd suggest just cutting the stocker off and rewelding it in the correct position to align your bumpstops at full bump.

you gotta cut it off anyway to weld something new in it's place, might as well reuse it and save a few bucks.

as for safety...the work is only as good as your welds. if you don't trust your welds...then why would you be doing this level of fabrication?

Yes, in fact I've seen it done more than I've seen people waste money on those "relocate kits". Search JeepForum or Pirate4x4 a bit and you'll find plenty of examples; Unlimited gave you a few good ones already.
