I had the same problem when I had a 4" and I ended up buying a replacement bracket because mine wouldn't stay in 4 lo with out holding it in.

make sure your using the right holes .onmost of them there are two sets of them one for 3inch and one for 4inch. if your running a sye kit u can take your transfer csae spacers out and not even use the bracket ..

I have the same lift, here is how the bracket should look from underneath, I had the same problem and dropped it down to the last holes. The only other option to fix it is this:
TJ Cable Shifter | Advance Adapters
Novak's 231 & 242 Cable Shifter Kit

Or if you don't feel the need to drop $200 you can also get their relocation bracket for like $50. It takes the linkage off the tub and mounts it to the TC.

Finally decided to just take the spacers out , doubled up washers and went with it . Probably not the best option but after 12 hrs of lifting and grinding all day I did it. Works fine now hopefully stays that way if not I guess I'll go with the other bracket.
