Should this hose be collapsed?

Just noticed this while changing the oil, comes from the intake manifold into the back of the valve cover. Im guessing the pcv valve(thats what its called on a ford, not sure for jeep)? But i pulled it out and just looks like an elbow. Doesnt seem like it should be pulling that much vaccum to collapse a hose.

06 4.0 by the way.

That is just a vent hose for crankcase gases to be recycled back through the engine.
