Starting problems once again....TJ 98

I have a 98 TJ and am having a tad bit of trouble starting my vehicle. The first time I turn the key the engine turns over but it will not start. I will wait about 2-3 seconds after the first try to allow the gas to run up to the engine (I heard that may be the potential problem). The second time I turn the key the engine will turn on but sometimes I really have to apply a ton of gas on the accelerator to keep the engine running. After about 2-3 seconds of me holding down the accelerator I will finally get the RPM boost I was looking for in response to me pushing down the accelerator. During those 2-3 seconds, the RPM's will go down and up and it sounds really bad. I am worried that I wont be able to start my baby in the winter time and want to solve this problem.

Another possibly related problem I should mention is that when the engine is cold (first 20 minutes of driving), the car's RPM's will go crazily up and down when I put my gear in nuetral (when I hit a stop sign, etc...). Sometimes the RPM's get so low that the car will just shut off once I am at a stop sign. This RPM oscillation will stop after the car has been driving for about 20 minutes, so I am 'assuming' that it is a cold engine problem.

I have had this problem for about 6 months and have tried to fix it but have not found the solution yet. I just replaced the fuel pump assembly (I believe it includes the Fuel Pressure Regulator and the fuel pump itself, my mechanic put the new ones in) and I have replaced the throttle position sensor recently. I thought one of those things would solve my problem but I still have the same problems and they dont seem to be going away. I installed a new battery a couple months ago, new battery terminals, and a new alternator.

Any suggestions to what this could be?? If I had to guess, I would assume that there is something in the gas line that is restricting fuel pressure regulator from getting the gas to the engine in time. And then also have resulting problems for about 20 minutes of driving which has become a very annoying problems to say the least.

After all that you should have gotten some kind of code. Does your check engine light work? either way I would go to an auto parts store where they can retrieve any problem codes. At least if there are any fault codes-that may give you some direction on what to replace.

Cleaned your iac by chance- just did mine and it mde a difference- cheap to check and clean

Also i had the cps issue a while back- have you checked that

Are you sure your getting fuel to the fuel injectors- check the valve on it- push it in- if fuel comes out you can almost rule out fuel issues
