Stupid shock bushing question

Installing my OME Nitro Sport shocks on Monday and I was curious of the washer/bushing order for the top of the front shocks so I did some googling and found this



Problem is my shocks only came with 3 washers, 2 of the larger outer ones and only one inner one, am I missing something? From all of the pictures it seems like I should have 2 inner and 2 outer

My OME's had two rubber bushings, two cupped steel washers and a lock nut.

If I'm not mistaken... the two outers you need... the bushing themselves ride against the mounting surface.. one over and one under. no need for inner washers.

you can reuse the stockers or ones off the previous shocks if necessary.

That's what I figured because the stock setup is this way, no idea why they'd bother providing an oddball washer
