The bracket on the tailgate is what is left of the third brake light electrical contact bracket. It used to have two contacts in those holes that mated with the adjacent ones on the side of the tub. Then there was a plastic cover over the whole thing.
Removed those brackets when I bedlined, put the bolts back in to fill the holes, but left the brackets out. Still have them in case I ever find I need them. But, I too am curious wth they are for.
My '99' doesn't have them. I guess back then there were kids lying all over the side of the road....:happyyes:
