Throttle issue going 55-60

So I'm crusing along at 55-60 mph. I notice the jeep is acting funny, almost a hesitation from nowhere.
Playing around a bit, lets say I have RPMs at exactly 2500, take my foot up off the peddle a bit and the RPMs will go UP a hundred or so then down. well thats my weird hesitation feeling, now I'm just stuck with... WTH is causing that?

I cleaned the TB prior to this starting, I did not take it off and clean, just cleaned while the engine was at idle. Enjoyed the black smoke show while that was happening, what fun. Idles like a freakin champ now, but has that weird little "stutter" at speed when minimal pressure change on the throttle.

Hit me with some ideas.

01, 4.0L I6... that probably helps huh?

I had the same issue. I did a complete tune up. TB clean, plugs and wires (7). New Coil, Dist cap, and TPS. Ran great after. So i dont know what exactly was the fix. i just know overall ran great afterwords.
