Question Tj Diesel Swap

I currently own a '98 Tj i4 in CA . I am looking
to drop in a Mercedes 300D in since it seems the most
bang for my buck ($$). I am aware of the cummins lineup ($$$).

I need to know if I will be able to register the Tj in
N.Y.C, If I choose to go through with the swap?

Does the city have different regs than the state? Check this thread, dude does outstanding work. I think the reg is small potatoes compared to the other bushel of issues:
