TJ mileage question

my brother is looking into buying a 1999 TJ, 4.0 manual
the only concern is the mileage, the truck has 196,000 miles
It has front and rear bumpers, a 4 inch lift, 12 inch subwoofer, hard top, new 35 inch tires, new starter, new battery, its custom painted lime green, it would also cost over $150 just to get it back home
The guy won't budge on his price of $7,000
two questions
1. is 196,000 too many?
2. Is this even a good deal?

I would make sure to have it checked out first, have a compression test done. Also, with a lift and tires like that, ensure the other stuff is completed like axles regeared, sye and CV drive shaft. Adjustable ca's if needed.
At that mileage it may need other stuff like brakes, clutch etc.

Brand new tires leaves me a bit skeptical about the health of the suspension..

That size tire with that lift make me question the above...gearing, axles, slip yoke, driveshaft, adjustable control arms, etc.

I'd question that stuff before I'd question the mileage
