TJ Rear Window Defroster Issue

I have an issue that I need to resolve.

I have 98 Wrangler TJ Sport 4.0 with a factory hardtop.

I took the top off and went to put on a soft top. After 12 years I decided to put the hardtop back on. Keep in mind this top weathered through Katrina and other outdoor eliments. Since it was a factory hardtop the wiper works, and the rear widow wasker works. My issue; the rear defogger doesn't work. I checked the voltage going to the defroster it's getting 12 volts. The black conduent paint on both sides registers 12 volts. The gold lines don't register any volts. The gold wire appears to be in the glass unlike the black paint on each side. Is there someting else I need to check?
