You should NEVER connect a tow strap, hook, chain, or anything to your Jeep's bumper or axle for towing or retrieval purposes. The bumper is only sheet metal and the axle or its mounts can easily be damaged by trying to tow or be retrieved by connecting to the axle.

Tow hooks & tow balls should ONLY be connected to the frame. There are tow hooks designed to be mounted to the side of the frame in the rear (top of the frame through bumper in the front) as well as tow hitches that attach to the bottom of the frame in the rear.

Stock TJ bumpers are not real bumpers. They are just decorations. Thye will hold fogs, but not much more!

You might note there is a REAR tow hook available seen here Rampage Products 11236.04 - Rear Tow Hook for 97-06 Jeep® Wrangler TJ - Quadratec that bolts to the rear frame. If you need to tow something go with a Class III 2" receiver hitch seen here Hidden Hitch 87002 - Hidden Hitch Class III Trailer Hitch for 87-06 Jeep® Wrangler YJ & TJ - Quadratec

It's rated (3500 lbs) more then your TJ can tow.

p.s. thats the gas tank on the bottom for reference as to where on the jeep you are looking

to me it looks as if that connects the bumper to the frame...strong or no?

I think the rear hook bolts on where the bumper bolts on. Just use longer bolts!
