Bumpers are not tow rated. You need a tow bar, those receivers on a bumper are for recovery only.

Smittybilt SRC. Class 3 hitch. I've towed my 14ft aluminum duck boat filled with gear and never knew it was there. Just remember your jeep can only safely tow 1800-2000lbs anyways.

x2.

I also have the Smittybilt SRC Classic rear bumper with its integrated class III hitch, and I have successfully towed with it. And, yes, the SWB TJ is only rated to tow 2000 pounds maximum.

Yes, it has the two tabs for attaching chains. The angle of my photo makes it nearly impossible to see them, but they are there.

The bumper comes with four backing plates, two of which go where frame tie-in brackets would go. If you want the brackets, you'll have to buy them separately and install them in place of those two backing plates.

I would trust the Jeeperman rear bumper without question. It includes the frame tie-ins. Package for $300.
Made in the USA. D-rings welded front and back. Flush mounted hitch with safety chain hooks on the backside (nothing hanging low).

I have towed a trailer with my TJ using the Jeeperman bumper. We were getting rid of old oak wood flooring and even my 2.5L handled it without too much drama. Just allow more stopping distances.

Granted, this may not be as heavy as what you're wanting to tow (sailboats with ballast are much heavier than sailboats with daggerboard keels), but several trips with that trailer loaded up and the Jeep did just fine.

17 feet is pretty long IMO, the wheelbase is very squirrely,

I'd get one that can have a carrier installed later. That way you can when you need too

Just because you can tow with a bumper reciever hitch doesn't mean that you should... Check with your insurance agent to determine if there are any liability issues that you are overlooking. After an accident is a terrible time to find out that you aren't coverred if you weren't using the correct equipment!
