Tube Bumper

I know Chrome is not well liked around here. But my tubular front bumper is
rusting on the ends by the black plugs. My question is: I want to cut the ends a little shorter. What is the best way to cut them?

Sawzall, grinder with cut off wheel?....replace entirely and get rid of both tube bumper and chrome at same time?
