Turn signals?

Hey guys needing some ideas on why they stopped working. When I put them on it stays lit and doesn't blink. All my bulbs are good. Thanks in advance.

It's in the steering column. I'm attaching a link to the picture. You need to take off the steering shroud to get to it. Pain the rear, but that is where it is.
