I would suggest you use a rubberized undecoating. Make sure you power wash the undercarriage really good. Prime and paint any areas that need attention and then apply the undercoating. Make sure you mack off the areas near the paint to eleiminate overspray.

Wear a hat, gloves, googles and a painter's suit.

POR-15 is good stuff but i just used the auto-zone stuff and a black primer i did my frame a few weeks back before it was lots of surface rust so i wire brushed it and now it look like new! i got a little over spray on the tail pipe but i used a little gas on a rag to get it off

well solo, i'm afraid of painting over the rust and making the problem worse by hiding it.

is there a primer that can be used that can be applied over the existing paint of the frame and body? that would be easier than removing the factory paint

its not like a rust hole or its not like through anything its just surface rust with a little wire brushing its all gone they make a paint that is a rust inhibitor that turns into a black primer then i used the undercoating

as long as the factory paint is clean and not loose or chipping you should be fine to prime it.

Can POR-15 be applied over the factory paint? or would it be better to primer first?

x2 on the rubberized undercoating. It is thick and will stay on.
