anything with a hook that you can use to tie stuff down(bungee straps) or cargo nets. you shoulkd have 4 of them in the back and one on the windsheild one on the hood for when you fold it down on the hood to keep the windsheild from bouncing and breaking.
Are you just putting the tether strap there or securing the whole seat to it? I may be wrong but I don't think those would be rated for a child seat. I would hate to see you regret that decision, please let me know if those are truly designed for this application.

You may use them however you like. The real reason they are there is when you fold the windshield down and remove the streamer bars, you use the small black straps that came with the rig and those loops to tie the bars down in the cargo area.

In my 04 the owners manual clearly says the 2 spots behind the back seat are for the child seat LATCH setup. That's what I use to secure my sons carseat along with the seatbelt. It doesn't look like the cargo net things.
The tie downs shown in the OP's pictures are not for child safety seats. They are only pop-riveted in and will come off if too much force is applied. Child safety latch points are totally different in design and are bolted through the tub. Even that is only for the tether strap and and not for the double latch.

That said, considering those things are just riveted on I think you would be just as well served by some nylon straps at the hardware store and save some money.
