Exclamation What to do about this rust, plus exterior rhino lining question

Happy Spring, all. The tops across the nation are days from coming off. Rejoice.

I have some rust issues under the doors of my TJ and it has finally become visible enough that something needs to be done.
I'm wondering if I need to just buff out the rust spots or if new metal is needed, and two, I'm toying with the idea spraying/applying a rhino-liner like substance on the same area as a rocker guard substitute.
Any thoughts?

Sand it down, get rid of all rust. Put a protective coating on it to stop further rust. Then look at some rock sliders or rock rail that will cover up that area.

Okay, but any thoughts on applying a line of rhino-liner as a sort of trim?
Oh, and just an fyi for everybody, I'm painting the fenders this coming week, too. Wish me luck, and if anyone wants to throw out a suggestion for their favorite paint to use on the fenders, I'm all ears.

Use that krylon stuff. And ya, put on some rock rails. Would look great
