When attaching tow hooks...

When attaching tow hooks to my stock front bumper, do I have to remove the 2 rubber things or do I just install the hooks and press the rubber down? Also what are the rubber things for, to reduce damage at low speeds and if I just tighten the hooks over them, will depressing them hurt anything? Thanks for any help!

They go on the top two bolts at the top of the bumper

Should the rubber not compress, add a couple of washers to take up the space..

If those two Grade five bolts and a half-inch ratchet drive can't pull the tow hooks down into that skinny piece of rubber, something is very wrong somewhere.
