Usually "cheap" and "quality" do not go together. It depends on what kind of lift you are looking for. If you want just a little lift to clear some 31" tires and to retain the factory ride, a 2" coil spacer lift and some new shocks would be your cheapest bet.
What size tires are you planning to run with the lift...31's still? I personally would stay around 2.5" or so. So people run a 4" with them and like it...but I think it's a lil out of proportion personally...though it really depends on the tires too. Some DO look really good like that.
Check out Rough Country lifts...they're cheap as can be, but a lot of people like them...though a lot of people also feel they ride too rough. Being 17, you probably won't mind the rough ride though.
I have a Zone 4.25" combo lift on mine (3" suspension, 1.25" body lift)...I love the ride quality with it combined with my 33" tires and Cragar Soft 8 wheels. It rides better on the highway now than it did stock...although I still need to regear it. The only issue I ran into was even at 3" of lift...I had so many vibes I had to run a 1" motor mount lift AND a t-case drop. The t-case drop is very counterproductive when you're lifting your vehicle.
My girlfriend, also 17, just got herself a 3" Rough Country on her 1998 Cherokee, installing it this weekend.

If you get a few driveline vibes, just add a $60 RC 1" MML ( Motor Mount lift) to fix your driveline angles.
you'll be in the total lift at $190... gets you lifted $210 under budget
You don't need new shocks... OEM's will work for you since you are not going to be offroading too much... I did the Rubicon with this setup and OEM's still under my TJ.
I got my budget boost lift from fatbobsgarage.com Best price found on the whole Internet including eBay and all websites like zone, Teraflex, etc. It even came with very detailed instructions and a sticker. Only thing it didn't include was 2" bump stop extensions but those aren't expensive at all so you'll still come out ahead of ordering from summit or another site. And the quality is just as good as those other companies because they are made from the same materials.
And if you want a little more height you could add a 1.25" body lift and a 1" motor mount lift. And like previously said the mml will help with any vibes you might get. :thumb:
got any junkyards around you? you could try for v8 gc springs. i can't remember the exact lift amount. should be around 1-2". wont need new shocks unless you go offroad and flex. shouldn't need anything else really. probably cost you around 50 bucks. 70 on the extreme high side if the junkyard is crooked.
