Did you check both fuse panel locations? One panel is behind the glove compartment door, the other is inside the power distribution center.

I have a 2003 jeep wrangler, 6 cyl, 5spd, freedom edtion. I checked the #17 fuse behind the glove compartment. The fuse panel under the hood made no reference to the wiper system. Ive disconnected the wiper module from the steering column. How do I test from the battery to wiper switch?

The fuse panel under the hood is where the "big" fuses are that power the little fuse panel behind the glove compartment door. You need to check them too, not just the one that is labeled for the wipers.
