Don't worry about posting in the YJ fourm, there a good bunch of jeepers. I could see it going up in rpm with the AC on at a stop.. compensationf or the compressor on etc.. but it moving up and down seems odd, does it do it on both fresh air and cabin air settings? I guess take to the dealer and see what they say.

Doesn't matter if it's major or not. If it is only 2 weeks old then take it back in.
